For what it's worth, you do get burned working with cement. It will eat through a bit of your skin and can badly burn your eyes and lungs with exposure to the dust.

In the specific case of putting your hands in wet cement, it has likely already started reacting and it has been further diluted by mixing it with aggregate. Also people usually wash their hands after making handprints.
