I do remember reading an interview with a fed who admitted they distribute CSAM files with some kind of encrypted trackers while infiltrating pedophile rings to lead them in the right direction during sting operations. I don't think they're indiscriminately blasting out encrypted CP, but targeted attacks to plant materials? Maybe. I suspect that Windows, standard antivirus programs, and other popular software is full of backdoors deliberately for use by feds though, mostly for surveillance only, but might be used sparingly to plant stuff.

Yeah browser fingerprints aren't the most reliable IOC one can utilize to prevent various types of fraud. I've come across something similar in my line of work with a team who tried to use JA3 and JA4 fingerprint blocking to stop mass fraudulent transactions. What ended up happening was about 40% of the traffic which ended up blocked from those rules was actually legitimate transactions, and it harmed the clients bottom line so badly they reverted it within 48 hours. The best thing to assess when looking at how to mitigate more complex adversaries is to think about the pyramid of pain:


In addition to JA3 and JA4 fingerprints being used for legitimate requests, a browser fingerprint is about as trivial as a hash to change for an adversary. In this situation Null is dealing with, not everything on this pyramid is really relevant either, and even with full access to relevant logs and infrastructure to set up a monitoring solution, generating a behavioural profile by identifying the adversaries TTPs (tactics, techniques and procedures) takes a long time. For comparison, on an enterprise level this is usually done by threat hunters. Proper, behavioural based threat hunting is a skillset which takes a while to really refine into someone who knows what he's doing, and even then it's still somewhat difficult if you've got a persistent, dedicated adversary who knows how to change things up enough to muddy the waters and burn your time on a dead end. The best bet is to try find any common denominators you can, compile them and build a custom mitigation solution which is what Null is trying to do, the poor sod

New users can only initially make one post within a specified new user thread. Within that post they can write three paragraphs about themselves and why they want to join the farms.

Senior users can view those posts and vote on them. 20 good votes and the account becomes active. 20 bad votes and the account gets banned.

If they want to graduate to posting images, they can just hand-write the date and time on a scrap of paper, take a picture of that, and upload it to a mod, who then approves them if the date/time match the hour of the post and timezone of the IP. (Legit VPN users can just pick a different latitude if they're Russian or British)

That is human verification, without phonebooking, that is still presumably AI resistant without requiring technical knowledge on the user's part. Handwriting varies with geography, which will help catch scammers, and obviously if the handwriting is the same each time, it will catch sock puppets.

Null runs a fundraiser (this one being practically more important that any before it since the potential life of the forum itself is at stake) we all contribute, and Null hires a PI to gather as much information on this guy as he can. After that the forum hires "actors" (in the sense of what people mean when they talk about something being staged or a false flag) and go for absolutely 100% legal targeted harassment of this person, their family, their coworkers, their friends, places they like to go 24/7 IRL until they buckle. I can imagine that someone like this would only take a certain amount of IRL interference before they call a truce.

The trick is to make sure that it stays 100% legal, then there is nothing that a person can do about it. Plus, it's not like he can go to the police, etc... for help. If he does, Null can dump a mountain of evidence on their desk that what is being done is necessary to make him stop HIS illegal actions against our forum.
