He has access to the emails and can automatically validate those. They're not burners, they're basically indistinguishable from genuine accounts as far as simple checks go.

What about introducing a sunset rule to disable old dormant accounts forcing the creation of new ones by people who don't remain active?

You can't bird watch the site 24/7. And I find it disturbing that he's got enough patience to wait before injecting his special brand of poison into the servers. Usually jackasses like this don't have the capacity for delayed gratification.

You're probably going to have to pull law enforcement in. Short of having him knocked off in Minecraft, I don't think anything else is going to stop him.
 
All of my "brilliant" ideas are just out of band stuff. Which, sadly, actually indians could bypass.

Require a user reply to the sign-up email and not just click a link. Give them a code at sign-up and then randomly in the next 24 hours they get an email they have to reply to with the code, and click a link.

Require they provide a mobile number at sign-up, but not to send them an SMS, make them SMS you their sign-up code provided to them by the site. Validate the mobile number.

Another user has mentioned doing similar but require it be posted to social media.

TOTP is likely far too easy to automate.

OAuth from one of the big providers, but just initial sign-up. (Would likely invoke the ire of the usual trannies.)

The funny thing is this is the sort of stuff that in the olden days would get you invited to conferences to present your paper on "How I ran a webforum and kept Gay Pedophiles from shitting up my site."

Since my suggestion probably got drowned in the spergery, I'd suggest combining clip-as-service-rs with this to automate it (almost completely, I doubt it will have zero false positives).

Why not allow registrations for accounts, but they cannot upload images until they make a TTS request to enable it. I have also seen private torrent trackers use a logic puzzle/riddle that you can find and solve on the registration page.

Player Sites registration system is screwed up because some retarded Texas pedophile zoo a file is not in prison. Texan should be ashamed of themselves. They should really go back to the good old fashioned lynchings.
 
New users can only initially make one post within a specified new user thread. Within that post they can write three paragraphs about themselves and why they want to join the farms.

Senior users can view those posts and vote on them. 20 good votes and the account becomes active. 20 bad votes and the account gets banned.

Users who voted "good" on accounts that turned out to be pedo/spam accounts get their voting privelage revoked.
 
Just as a quick sperg thought, I was thinking about some kind of dynamic, weighted post / attachment throttling to at least mitigate immediate attacks.

This could maybe work as following: (I don't know any actual metrics of the site, so any numbers & parameters are just arbitrary / serve as example)

There's a 4-hour rolling sitewide post score. Every post made on the site counts towards this score.
Any account older than 10 years (or T&H) creates a score of 1, a recently created account a score of 10000. Exponential scale in between. There might be a multiplier for posts with attachments.
If the rolling score breaches a threshold (that's a clear breakout from normal activity), attachments are automatically disabled for all non-T&H accounts younger than say 2 years, until the score drops again, and registrations are temporarily suspended.


While this would prevent massive flooding with illegal uploads, and could only be bypassed with a year-long dormancy of spam accounts, the downside is that a determined spammer could of course abuse this to effectively block newer accounts from uploading altogether.
