There's some degree of truth to this depending on what you mean by "sculpted". Getting not fat and having respectable functional muscle will make you a chick magnet. Dedicating 30 hours a week to trying to "put on mass" with all sorts of supplements and roids, which makes you *look* like hercules but you're actually very unhealthy, is dumb. It's not only a waste of time but most chicks don't want to date the hulk, they just don't want to date jabba the hut either.
