And you know, I could genuinely see the joke he was trying to make?

With it explained, the issue's pretty clear. It's like those jokes where people take an existing scale and expand it out:

Except it doesn't have the context of the original scale, so it seems unintelligible:

The way to 'properly' do the joke would be to have a toolmakers in sequence, standing by their tools in the same places. First normal man's tools, then neanderthal tools, then primates and other animals with their tools, then finally cow tools as the absurdist punchline. As he notes, though, it'd probably be less funny and less memorable.

Never ceases to amaze me how many people got one shot by Cow Tools over the years when seven year old me just looked at it, thought for a second, then concluded that if I was a cow I would understand what they are for and had a laugh.

I’ve seen these guys IRL once.

They sound exactly how you think they would, like Minecraft Villagers. They are also fucking huge for monkeys, chimp sized more or less.
