Canada just laid the first Charges regarding the economic sanctions it put in place against Russia in 2022 earlier this year. So it took 3 years, and that was considered a ,low hanging fruit/no brainer' Charge because of how explicit and open the sanction violation was in that case(shipping specifically banned electronics, which were identified as having been used in Russian military Drones, and then playing an ultimately not very effective game of hide and seek with the profits of that). The other Charges recently which related to sanctions and moving money in violation of those sanctions were centered on very wealthy individuals, particularly industry involved persons, moving large amounts of capital around to fund things like repair and retrofit of factories and refineries. Sure those examples are about Russia, not Syria specifically, but this is the climate of sanction enforcement and charges against individuals due to sanctions in Canada. This is the scale of, and types of, violations and potential violations that are being focused on and investigated.
The amounts of money Chantal is moving
is miniscule in the big picture, and she isn't bringing in shipping containers' worth of forbidden goods, or weapons components.
Also these investigations for individual sanction violations take years, unless they are directly tied an immediate, urgent national security Threat
(or there's domestic political unrest in the face of a looming federal election).
