People really have to understand how difficult it is to raise children properly, how neglectful parenting can lead to that type of stuff, or even how being sexually active at an early age could be a sign that the child is probably a victim of sexual assault.
What you said "you grew up around plenty of underaged whores" might be true when you think about it at that age (by that i mean, the girl was sexually active at 13 and you were also 13 or 14 and thought she was a whore), but if you are in your 20's or 30's you already know that a 13 year old basically just emulates someone else's behavior. That's why you can't really hold children responsible for their own actions most of the times, they are figuring shit out and just replicating what they see. If they are being neglected, they will probably use drugs and commit crimes. If they are being molested, they will act like a "slut" because someone destroyed their innocence.
