Because he likely does do it to his pets off camera, as there are multiple clips of him abusing pets on camera. With this shock collar shit, clearly he fucked up and was so complacent in his abuse he forgot he was still on camera when he did it due to his outrage even though he's avoided using it while the camera is on for years.
