I'll give you a QRT on it. Basically the militant arm of the Democrats, not just antifa, use homeless encampments as impromptu recruiting centers during riots and protests. They indirectly support the homeless encampments during periods between riots with necessities which is just enough to keep them alive while also discouraging them to do anything to help themselves. So they may bitch about homelessness but they would and never will do anything about it because it's another tool for them.
Charity work is one of the largest grifts in the world, and it is especially rampant among left wing advocacy groups. Who are themselves staffed with party loyalists and the children of party loyalists. A homeless crisis hits all the beats for such organizations. A pressing need too address, the attending issues such as drug addiction, street children and illegal migrants shacking up in the camps and you have a perfect storm of "need".

In general, organizations don't work to disband themselves, nor limit their own influence. An organization created to fix a problem should automatically be suspected of acting to perpetuate that problem.
