That's what the AI has been taught to say. Usually people say it because they're about to say something that has been called racist and want to make clear that they're not. "I'm not racist but I do think mass immigration causes problems," "I'm not racist but there's a problem with violence in African American communities..." Now if someone says "I'm not racist but I hate non-White people" then sure, it's as they describe. But the general poisoning of the phrase "I'm not racist, but..." is a pro-active way to tarnish people trying push back against deliberate broadening of the term. Just as they made a meme out of "I have Black friends" when if you have Black friends that actually is evidence that you're not racist (at least against Black people).

It's pro-active programming to weaponise language. And I hate it.

Depends on what side of the fence you're on? If you're left-wing, you probably want someone who is economically populist enough to ward off the crazies and win elections. If you're right-wing, you have to go Franco.
