Bullets don't bounce off aramid fiber vests. they absorb the shock and the bullet would get "caught" in the fibers. It didn't look to me like he was wearing a vest with plates either. He was shot in the neck because the tent blocked a clear view of his head from the roof, so the shooter had to aim for the next most devastating spot, the carotid artery/internal jugular vein. He most likely bled out within a minute of being shot, because he lost consciousness almost immediately. IMO he was DOA at the hospital.

I see this as a failure of even the most basic events security, though. Any event that is going to have multiple hundreds of people at it should have a security presence. There needs to be a perimeter with controlled entry and exit, where pockets are being checked. Metal detector gates and wands are very basic security tools. Whoever made the decision to host this event without proper security in place is the person to blame for this in my opinion. Security doesn't even have to be effective physically for it to work either; a lot of it is showmanship and theater to scare off and deter would-be criminals and people who want to bring in weapons and drugs.

If they were selling tickets and then not even bothering to have a ticket check entry point, let alone security, this was just negligence.

...aaaaand, not a bit of that would have stopped this incident. The shooter was on another building outside of the event area. You can't lock down an entire campus for an event at an ampitheater.
