Well, the fear and intimidation is the result. The law itself just requires that violence occur on a train in the process of transporting multiple people. The more questionable issue is whether or not the Charlotte Light Rail is engaged in interstate commerce.

The thing to notice (or point out) in scary black people videos is that it tends not to be just one guy doing the thing: there may be bystanders who don't care, there may be multiple people participating, there may be bystanders who join in.
