This is actually how most cabinets work: people give the President their opinion and the President makes the ultimate decision. For whatever it's worth, even Obama did this. There are many who worked in the Obama administration and said the guy would listen to their advice or criticism, even if Obama ultimately chose to pursue a different policy. It sounds like the only modern presidency where criticism was truly verboten was Mr. Autopen.

I actually have! Well at least wherever you had to sign up for food/insurance help. At least in the state I'm in when you're on gibs they call you very often and give pretty embarrassing interviews and ask for paperwork to see if you really 'need' it. I've had to give paperwork to my bosses to sign make sure I wasn't earning too much so I could still qualify for gib insurance. Wasn't the most fun thing in the world
