And of course it has to be actual harassment. Public statements about a public official, however distasteful, don't qualify if they're otherwise First Amendment protected. He isn't calling up the judge breathing heavy and making obscene entreaties (well at least I do not know that he is).

I'd say a major possibility is the unauthorized access shit in which he clearly and deliberately breached attorney/client privilege. Even if he never gets criminally prosecuted for that, it's definitely well within their jurisdiction and they don't need to prove it to a criminal standard. It's hard to imagine something that more clearly and directly implicates his fitness to practice law, not only because he willfully did it, but because he's apparently such an incompetent lawyer he thinks it was actually legal to do.
