No one expects Seattle PD to do anything other then get shit on for just being police. Anyone they arrest will be let off scott free the next day anyway so why bother? Let them ransack and destroy everything, after all it's what the people voted for.

They also know they can't rely on oil alone forever. They're expanding into tourism, but whether they'll be successful is anyone's guess.

A lot of us don't live in major urban centers. Also nuclear winter is a lie invented by climate cultists used to bring in more research funding and protest against nuclear power, so humanity will probably survive even the worst case scenario.

Edit: Human civilization may be a bit too fragile to thousands of nuclear explosives for it to survive, so civilization as we know it would probably go away for hundreds, if not thousands of years in the worst case scenario. Humanity itself is more resilient though, life tends to find a way, though it may become unrecognizable from its pre-WW3 state. I think human civilization can survive in more favorable scenarios in which only some dozen or hundred nukes are utilized, though it may still experience a large downgrade.
