if the drooling mongoloid has a photo ID and just wants a long gun, he can buy whichever he wants from the local dealer. for a handgun add a car registration document and an firearm safety certificate. the laws do nothing to stop an illegal sale - they provide penalties for that sale if caught.

if anything, Phil's inability to contain his autism is keeping the streets safer by making him a "no sale" to most black market dealers and a fair number of cautious white market dealers. a straw sale or a theft would likely be a method for him to obtain a firearm with the least legal effort. arguably any responsible adult can get a firearm easily enough in CA with minimal effort (although the cost is higher than typical and there is a waiting period and various restrictions on type and feature).

Personally, I'm pretty sure dusty has maintained contact with Phil, and plays a part in keeping trolls from getting on his friends list.
