They admit to being funded by donations but nowhere is a "click to donate" button nor do they say "please consider donating" in any of the blurbs. They just list possible adoptable animals and the process, along with a contact option.

I'm not certain, but I think an organization with a purpose of helping animals can collect donations. A foreigner on a tourist visa picking up strays with no accountability probably cannot.
