Cyanosis of the fingers generally begins to occur below 95% SPO2 (turn flush, then pale before blue) but has a wide variation depending on health and other factors. Can be chronic due to heart disease or lung disease. His lips aren't turning dark yet so it's not that "bad" or chronic. Anything below 90% (some say 92%) SPO2 is a medical emergency unless you just decided to lek it to the Tibetan Plateau or the Andes from sea level. In the EMS world we measure SPO2 with blood oxymeters. +/- 2% in lab settings. Gets worse in an ambulance so it's really used as supporting evidence or for precautionary O2.(Go to the bottom for the tldr)
His condition would probably be better if he didn't get likely kidney/heart failure from successfully blitzing the entire USSR Strategic Vodka stockpile in three months.
Obviously I can't diagnose him properly since I'm staring through a screen. I'd reckon he's sitting somewhere around 70-85% range from experience, not that it matters in the field setting since the presentation of severe cyanosis + altered mental status means he's getting a hospital ride, voluntary or in a straightjacket and on supplimental O2. In triage he's a red tag (immediate transport) based on the cyanosis alone.
The closest hospital is in Wilmar and ~15 minutes away. However, it is a trauma III, thus if he is too severe for them in Wilmar they'll have to stabilize and transfer to a Trauma II, which the closest is in St. Cloud and about an 1 hour and half away (63 miles). I don't think medical director will tell them to airlift to Wilmar but the chance is still there. Generally the rule I've seen is tranport time >45 mins or 100 miles, and severe trauma (maybe if his wife takes his whippets like his transormers away that'll count).
If he becomes combative there's a chance he catches an interfering with (inb4 STOP RESISTING and he floyd's himself) charge. Not likely but if the county hates him enough... MN statue Sec. 609.50
