If anything the homeschool thing hurt him. It meant the church was seeing his kids more, and they were concerned based on his growing complaints of Scandinavian prudes and the interventions they tried to stage. It was also a way for family to bring forward concerns since they're involved in the church. The church was able to be a focal point for what would have likely been breadcrumbs spread across the community otherwise.

The church could have gotten him some extra leeway as they were trying to see the best in him and handle it through their practices before calling in the government, but there is no guarantee a public school alone combined with a more typical Sundays only church involvement and private extracurricular activities would have triggered the report. It was a totality of circumstances that led to the mandatory report, same as the warrant. Having a half dozen mandatory reporters with likely varying levels of involvement in the children's lives outside of class, observation skills, and care for their pupils would have only diluted things imo.

If the homeschooling was supposed to be a means of control then he half assed it as always and completely failed in his goal. Nick got removed from his teaching position at the church, received various talks about his beliefs and behaviors culminating in some sort of intervention.
