Not entirely surprising, given that China's laws about vehicular manslaughter are a bit fucked. If I've heard correctly, if the victim ends up dead, then the killer only has to pay the fine for manslaughter. If the victim lives, however, then the would-be killer would have to pay for all of the victim's medical expenses for the rest of their life. Unsurprisingly, the majority of vehicle accidents in China turn out to be fatalities, not helped by how China's communist culture tends to encourage apathy and not giving a shit about your neighbor; hell, it wouldn't surprise me if there's a sort-of "unspoken agreement" by the common Chinese individual to just let accident victims die.

Something that always gets brought up on this subject is that there was a famous case in 2007 where a guy helped out an old women who was injured from falling, she accused him of being to blame, and the court ruled against him despite the lack of evidence on the basis that he obviously must have felt guilty or else he wouldn't have stopped to help some stranger. That apparently sent a huge chilling effect towards anyone being a good Samaritan in China. Supposedly, both the guy and old woman agreed to publicly release court documents in 2015 showing that he lost the case because he actually did admit fault to pushing her while they getting off the bus, and that the settlement they came to made that part of the trial private which led to everyone misunderstanding, but it seems to have not done much to get Chinese to help out strangers. Considering some of what's been said about Chinese even in decades past, the case probably just helped exacerbate and solidify something that was already a problem in their culture.

My favorite instance I've seen of Chinese bystanders not giving a fuck is this video where seemingly a guy straight up strangles his coworker to death in front of everyone, and they just stare or ignore them for half a minute until it looks like a superior comes in and orders them to do something.

Blame the communist party; from what I've heard, China used to be a genuinely fascinating and beautiful country before the CCP took over. Fatal officer-involved shooting in Orlando from 4/12/2025; the video doesn't show the shooting itself - it stops right before the officer pulls the trigger - but the incident occurred as a result of a woman calling the cops over a "strange man". Basically, the guy way mumbling and wandering through the neighborhood at night, making random sounds and generally coming across as mentally disturbed, and a concerned citizen called the police. Police arrived and tried to handle the situation, guy wanders up to the woman's house and starts smacking the door, the officer lights him up.
