No, the dislike extension estimates the actual dislikes based on their own data.

That means that it is only for those who have the extension. Iirc, they used to be able to access an API for the actual dislikes, but now they have to rely on the data inputted by the users.
The people with the extension (or with any extension) is not a random sample of people.

At best, they have used past data to estimate the difference between their users and the usual dislike ratio (ie do some adjustment so that it is not 90% dislike for everything). This would still not give you the true dislike, especially for videos that have some additional significance, such as this one.

That's not how the extension works. It polls the like/dislike ratio from the extension users exclusively, then extrapolates that to the full like count from the YouTube API.
In pretty much every single case the dislike ratio given by those extensions is wildly higher than reality, because you have to be an exceptional individual to install one of them and you get the mother of all selection biases.
