If they were trying to scare or piss off Phil, then the best route isn't breaking consumer electronics tangentially related to him, it's Ralph. PPP definitely recognizes that, which might be why he was claiming during the PWR segment that Phil told Ralph to go on and drop the nigger-faggot combo. Phil's desire to uphold his image and prove PPP wrong will hopefully lead him cutting ties with Ralph, which leads to the real shitshow starting.

I think Andy breaking the Switch is similar in a way--Andy wanted to prove PPP wrong, so instead of firing back or just denying the allegations, he acted hastily and in a self-destructive manner.

My (admittedly boring) take is that he's part real and part troll. On the one hand, I think he's definitely downplaying his intelligence and leaning into his disability. Like you mentioned, he's strangely competent and funny, and he's basically the perfect cariacture of a DSP dent. Too perfect, really.

On the other, there's a fair amount of evidence that shows he is actually disabled, such as the CBC article, or just the fact that he's been active since 2018 and has only finally begun to get a lot of attention. If he's a troll, he's been doing it for years with barely any reactions, and such an insane commitment to the bit must necessitate some sort of autism or retardation in my eyes.

This is probably gonna sound a bit autistic but I see what you mean but the way I hear it is that PWR is quite nasal when speaking, (if you can hear it, you cannot un-hear it.)
The kid in the vid was just due to being naturally young.
From what I've seen these last few days, he's such a diamond in the rough, he has all these eccentricities and mannerisms and refuses to swear. It's a bit endearing to be honest, he takes LIVE CALLS basically in the style of an ACTUALLY UNIRONIC "Radio Graffitti" that has people come in and mess with him just like with ghost over a decade ago.
