Actually I think that was the KGB trying to blackmail the Indonesian PM.

Wait no it's even funnier. The CIA tried to make a fake sex tape of Sukano to blackmail him, and it failed. The KGB did actually film him while he was in Moscow, and he not only didn't care he asked for a copy of the movie.
