I am not sure if he repeated it for this fundraiser, but for the last one he said "excess funds will be donated".

People doing these fundraiser need to be very up-front about where the money goes, because he is technically doing a fundraiser for purpose-bound donations. He clearly stated what they will be used for, he has to show some form of transparency to prove this happens, and have something in place that handles excess funds, because since the donations a purpose bound he just can't go around using them for other personal expenses.
I expect him to clarify at some point that left-over funds will be donated, it is only sensible.

There's some ancient /pol wisdom about people who have such high time preference and inability to imagine reality outside of this moment, that no threat of future consequences will dissuade today's behaviour (since that'll be some other guy's problem) and no current punishment for yesterday's behaviour ever seems fair (since that was some other guy, I dindu nuffin).
