"Soup" comes from the latin "suppare" which means to soak. It exists for bread to be dipped in. That's why it's served with bread. This is like asking if ketchup is a food or a drink.
Can't brine hydrate you though? Like salty liquids are great if you need electrolytes and shit.
I'm sure it can hydrate you, but lots of foods can hydrate you too, but that doesn't make them a beverage. Watermelon is a food, not a beverage, but it can hydrate you.
