If someone is on drug monitoring due to being on bond for a drug charge, generally, at least in my area, part of the conditions of bond are to "remain sober," which would include prescription medications. What that means for people on, say, Adderall or Concerta, is that they can take those medications as prescribed, but can have their bond revoked if they abuse them. Some jurisdictions don't test for the level of metabolites, but some do, and if you're in a jurisdiction that does, they will revoke your bond if you piss hot for a level of metabolites that indicate a higher usage than what is prescribed.
Again, this is what I know about stuff in my area specifically, so YMMV significantly.
Minnesota and his county must be fairly liberal on those things if the story is true that you can show up hours late to a pee test and not be jailed immediately.
I've also never heard of a "rehab" program where you can literally speedrun it by taking more meetings per week than normal, and go through it and still be; "damn those disgusting addicts are horrible, luckily I was never an addict" and get "clean papers" for completition.
Neither of those things would never fly in my Europoor country, but more you know...
