So far as I know, he hasn't (yet) been federally charged. He's being prosecuted in Florida. He's committed so many crimes in so many places that it may be that multiple jurisdictions may want a piece of him. Maybe the feds and the multiple other states will be satisfied if he gets a hefty sentence in Florida, but if he doesn't or gets a cushy deal from Florida, that may piss them off enough to take their own shot.

I think he'd want a deal at least to include the feds, who are the most likely to prosecute multiple charges in multiple states to avoid piecemeal litigation. The feds would have a lot of leverage in getting him to rat out any of his clients that he could.

I wouldn't actually be surprised if they churn out these suits by the dozens just to settle some of them for nuisance value. It's very low effort copypasta type stuff other than Rick's storytelling.
