500 isn't the detectable limit, that's just the reporting limit they decided to use. For jobs that require a security clearance or some law enforcement jobs that require testing, the maximum allowable limit is 150 or 200.

Considering that normal people don't do cocaine, the normal reading is 0. 5000 is indicative of regular daily use or weekend binge use.
