I think you're misinterpreting my post though. Kids are smart and can figure things out, and since they didn't in this case, even the "why didn't they take care of themselves" argument falls apart. They didn't have food in the house to figure out how to microwave. That's neglect. They didn't have access to the laundry, and since their parents wouldn't do it that is neglect. Even by the toughest "pull yourself up by the bootstraps" expectations the kids were neglected.
