Sure, but that footage is already available to the police and the state if someone sues for police brutality (to dispute the claim), while a citizen getting that footage to prove police brutality costs $3k.

The state loves having body cam footage. It just doesn't like to share. It's rather like all the endless CCTV cameras ever-present in big box stores, casinos and the like. They're not there for your benefit. That footage comes out instantly if they think you're shoplifting or cheating. But if you are the victim of a crime, it takes a subpoena to get that footage out of them to help your case and even then they'll usually fight it.
