Just use some implementation of the Mersenne Twister PRNG and if you want to get really fancy, seed it with a real physical RNG like Quantis. I think it uses a variant of the double-slit experiment, but in any event, it uses photons. I believe PokerStars and most of the big sites use something like this, because a true physical RNG is just not going to output the amount of random data you need for a site like that. They also seed with things like mouse movement data from players, etc. in a way I assume isn't exploitable or it would be.
It's deterministic, but unless you have real time access to the seed, it isn't really exploitable with currently available methods.
