The Duke and Duchess of Sussex have announced they will step back as "senior" royals and work to become financially independent.
In a statement, Prince Harry and Meghan also said they plan to split their time between the UK and North America.
The BBC understands no other royal - including the Queen or Prince William - was consulted before the statement and Buckingham Palace is "disappointed".
Senior royals are understood to be "hurt" by the announcement.
In their unexpected statement on Wednesday, also posted on their Instagram page, the couple said they made the decision "after many months of reflection and internal discussions".
"We intend to step back as 'senior' members of the Royal Family and work to become financially independent, while continuing to fully support Her Majesty The Queen."
They said they plan to balance their time between the UK and North America while "continuing to honour our duty to the Queen, the Commonwealth, and our patronages".
"This geographic balance will enable us to raise our son with an appreciation for the royal tradition into which he was born, while also providing our family with the space to focus on the next chapter, including the launch of our new charitable entity."
A Buckingham Palace spokeswoman said discussions with the duke and duchess on their decision to step back were "at an early stage", adding: "We understand their desire to take a different approach, but these are complicated issues that will take time to work through."
The couple's announcement on Wednesday comes two months after the Duke of York withdrew from public life after a BBC interview about his ties to sex offender Jeffrey Epstein, who killed himself in August.

Maybe 100 years ago I could believe royal men having secret affairs without their knowing wives raising any fuss over it, but 1) ever since Diana that tolerance and acceptance of affairs has dissipated, and 2) if you follow any royal news at all you can see that William and Kate have a close relationship. Kate isn't cold and miserable as one would expect if she knew there was something going on, and given the age we're living in I don't believe she would grin and bear it like past generations. If nothing else I would expect her family to raise hell over it because they love her and support her. The only people I see buying the claim are people who seem to despise the royal family and are therefore inclined to believe any negative or shady rumor is true.

It appears M&H didn't have permission to use the Sussex title in this way, so they may be in for some trouble.
Sinners are pointing out that this may go against WME's demand that Meghan play nice with the BRF, and it also could be related to their titles being stripped in the future. They didn’t “send Harry home.” By all accounts he did not ask if it was a convenient time for a reunion and showed up after announcing to the media that he was on his way. The king delayed his convalescence trip to Sandringham so he could meet with Harry on zero notice. He’s lucky he got 45 minutes with the literal king of England just because he wanted to make a grand, unhelpful gesture.
It’s all such a textbook exercise in attempted emotional and media manipulation.
It's not that they named it Sussex, which is after all just a county, but that they're so prominently using the royal title, Duke and Duchess of Sussex, in what is clearly intended to be a commercial venture.
