To be fair, you can get a restraining order against someone in another state easily if you have actually evidence that stuff necessitating the order exists. I've seen someone have SEVEN active restraining orders against them all from states different than them (Illinois, Wisconsin, Texas, Maryland, North Carolina that I can remember when the lolcow in question resided in South Carolina)
