No one likes to deal with that shit. So most tenants just use the landowner's utility account. Transferring service is a hassle. You can universally pay any account at the ATM's so that's what most people do. My dad died in 2013. Yet my mother's house still has the utility account to his name. She hasn't even bothered to transfer the account because why? IF you want to sign in to autopay I think it's necessary for the bank account to match the name on the utility bill. But landowners don't like their tenants owning the utility account because if they fuck off without clearing the bill it's a huge problem for them. Since the debt is rooted on the property and while he could start a new contract for the new tenant someone has to clear the bill. And some sleazy people just won't.

So you can spend weeks to months clearing that up everytime a tenant moves away so landlords would rarely allow you to start a new contract on their property. So I don't think that's the case.
