I think he's honestly just stupid and stubborn to an extreme degree. The whole "Don't let the idiots win" thing is his most fundamental creed, so much that it is pathological at this point. He can't give up, in any way. Not responding to the pests is akin to backing up and admitting defeat. Changing his number is admitting defeat. Remember that a lot of aspies cling to the belief that aspies are weird but super smart.

This is not actually as true as it is made out to be. Yes, many aspies have a higher than average IQ, but a lot of the time it is because of their hyper focus and fixation on a particular subject.
If they are lucky enough to fixate on maths or sciences, that means they do well through sheer obsession so end up in some high flying career.
If they fixate on being a “conservative” they become like Pat.

In any event, if it is even copyrighted at all and not public property, the photographer would be the owner of the copyright (possibly the state of Wisconsin), not the owner of the micropenis.
