Self-important bullshit tailored to annoy everyone else involved is my guess.
The only non-BS possibility I can think of is that both religious and secular ceremonies have to be gone through due to the government not recognizing the marriage ceremony of a particular religion (IIRC, Unitarianism was mentioned. I know that church has this problem in some countries)
In general, people who only undergo secular marriage ceremonies don't make a big fuss about it.
I wouldn't be surprised if these two looked up the most irritating way to get married and especially did it that way. Probably also invited all their subordinates from work to be sure of a big turnout.
PS: With a name like Elliott, should Fong-Jones be called the "Supreme Gentlewoman"?

I am honestly not sure whether it is act or sincere belief, or it is both depending on the individual in question. Many seem to think they are Penthouse Pet caliber of woman. It is quite possible it is just an act, but we are talking about a group of people who sincerely believe a woman is any person who sincerely identifies as such.
