Can anyone give me the information behind this map, which Rudyard has trotted out in his attempts to "prove" stuff (eg. in his Glorious Nippon video)?

I'm especially interested in its origin, as it is not only generally contentious, but contains a significant error (The area labelled "anomic" is said to "have no laws about inheritance or against incest", which is bullshit).
I have some knowledge of international law regarding this(which is now 5 years old, so may be outdated), and the only countries that do not criminalise incest are Sierra Leone and the "Republic of Kosovo"(which is more a contested area without full international recognition than a "country"). Also, just because incest is technically permitted does not mean that there is broad public approval for the practice - you'll still catch a public beating and may even be killed if you're 'out and proud' about that shit.
Note: I am using the WHO's definition of incest which requires that the participants be directly consanguineous (eg. brother-sister and father-daughter would count, but not something like a cousin marriage).
If you used the USA's definition, which is a lot broader, you could significantly lengthen your list of "legal incest" jurisdictions, but they would be scattered all over the world, not all be clustered in South America for some reason.
