Vaginas don’t have anywhere near the same level of touch sensitivity as a dick. A vagina is not simply an inside-out penis. This seems like a purposeful muddying of waters. They want it to be both ways - manhood/womanhood can both be boiled down to a single attribute that "makes" you that sex, but at the same time that single attribute is not determinative because it's "actually" just a single data point.
Either something is a cat or it's not. Trying to say Cat A is more "cat" than Cat B just because it performs one extra "cattribute" is just attempting to make everything a spectrum.
It also doesn't follow that if a cat can be more or less cat then a man can be more or less woman.

The thing here is that they almost are the same organ, they differentiate from the same cleft of cells during embryonic development. That process is generally - barring complex and rare DSDs - cut and dry. They are thus entirely mutually exclusive.
It's not the same as comparing livers to kidneys. In ordinary circumstances, you have separate clusters of cells that will differentiate into a liver and two kidneys. A liver can never become a kidney, and a kidney can never become a liver. You have one cluster of cells that may differentiate into male or female genetalia. This process is irreversible and is decided, in normal circumstances, at conception.
However, much like a kidney and a liver as you used in your example, they are entirely different organs by the time one is born. I think a pretty informative diagram was posted a few page ls back.
