It does make sense if you consider that these people think that Jim Crow is in effect. So they think PoC has no agency because all the important decisions are made by whites, because they see pictures of 90% white executive boards and Congresses and assume everything flows from there. Never mind that the bureaucracy consists largely of sheboons, those don't count because you don't see them on TV.
