They don't. It's really common for Japanese media to feature androgynous men with frilly hair and this has been the case since forever. This guy being dark-skinned is also just incidental to it taking place in not-Hawaii as you said.

I mean, disregarding the hair this character looks pretty boyish to me. He looks like he's supposed to be the frail nerd type with that vest and skinny body. The reason for the hair is probably that the creators want the NPCs to look unique. Actually it's a dude but i don't blame you.

I know japan doesn't care but Nintendo is at least aware of those things, like with GO making you chose your "style" instead of gender. Ilima (his name) is a unisex name , they avoid using english gender nouns for him and his model looks even more androgynous than his art.

What i mean is, actual effort was put to make this guy gender look ambiguous and not in a "it's a trap" way. Mixing girly and assymetrical pink hair with manly (by japan standards) clothes and being a normal type (as in neutral) leader is intentional. I don't know if it's pandering or just a character "gimmick".

Either way i'm sure tumblr already loves it.

generally they dont, but theres been a small fashion subculture emerging that has been dubbed "genderless-kei", and it tends to be men hitting the androgyny hard. i have seen a few women doing it, but it seems to almost exclusively be guys (probably because the majority of j-fashion available is all pink and cute and girly). i cant speak for any media coverage, or how well known this is outside of j-fashion circles and harajuku, but it is a thing and has been for a while now.

plus theres also japan's history of appealing to fujoshits with the uke bishie characters.

it's a japanese game made for children, i sincerely doubt that their intention is to appeal to a small subset of 20-something americans.

Yeah, not seeing it myself. Japanese kid's properties are getting all over weird and colorful designs for their human characters lately, and androgyny isn't exactly uncharted territory (e.g. Bugsy, Yellow from the manga). You could use the same logic to argue that characters like Wicke and Lilie are just there for pandering to male fetishists.

I saw this on BikiniArmorBattleDamage. I am amused about how they are complaining about Pharah being turned white in the Halloween skin. As in, literally white. Sickly undead white. I can understand (even if I don't necessarily agree with) their position on Mercy, but complaining about a brown-skinned individual being white-washed when to get that complexion you'd need literal whitewash is all kinds of amusing.

Also I have yet to see them complain about Hanzo, who has arguably the most impractical armor (bare exposed chest) and skill set. If they think the game is so racist and sexist why don't they just uninstall it?

Hanzo is a guy. They'd say barely dressed men is "POWER FANTASY" while barely dressed women is nothing but pure "objectification and sexualization" of women despite the fact that the setting and the nature of the work can make a difference in the style of ones armor. Besides, they just want to bitch about shit, doing the sensible thing such as uninstalling and avoiding it wouldn't sate their desire to complain.

They do it to make a quick buck aside from selling a game. Complaining about the capitalism of Blizzard is like bitching about how slow the bus is despite the fact it has to deal with traffic.
