I cannot believe you are this retarded. The reason for his wrist area to appear tanned is because of the more-extreme lighting+contrast between flats/shadows of the reference art. When Mustard is defeated and unmasked and put in a situation where his face is more clearly lit, he is light skinned. The "lightened" colors from the shadowed wrist area are intentionally kept extremely close to the eyedropped color of the shadow, because if you actually lightened it with the same stark contrast in the art, it would be clear Mustard is light skinned and not black. The eyedrop from the screenshot in the post is also not reliable. You take the eyedropped color out of it's context and claim it's his normal skin tone, when the setting is at nighttime.
Mustard isn't black, he's Japanese like the rest of the majority of the characters.
Also, what's with the eye bandage, elf ears, missing teeth, caterpillar eyebrows, and dyed-hair splotch? Not even the canon hairstyle is kept consistent.
Tokoyami (emo bird), Monoma, and Aoyama are all light skinned without any vitiligo/other various skin issues in canon.

Planescape Torment was such a cool game. I tried to replay it a few months back, but accidentally borked the game and somehow killed a necessary NPC.

What a drama queen. "They really want us dead this time" next to headlines about not allowing kids access to whatever gender-affirming healthcare is. Why not make a pastel cartoon comic about how in a lot of places being gay can get you the death penalty - you know, an actual case of people wanting you dead? This comic really does not help in trying to prove that trans people aren't "irrational and self-absorbed."
