Mercury is so close to the sun its atmosphere was ripped away long ago, so it can't hold heat. It's only heated by the direct radiation and the dark side is insanely cold. Venus is farther away and has a dummy thicc atmosphere that keeps in as much heat as it possibly can, so the entire planet is a pressure cooker.

These lists don't include royalty and dictators. The Saudi royals have a few dimes to run together if you haven't heard. Kim Jong Il has access to toys that would make Dr Evil envious and it's hard to put a price tag on shit like person nuclear missiles.
