I think it's also a politics thing. This dude thinks he has a future in politics, and with things as full retard as they currently are, maybe he does even after the dog shocking. Politicians are utterly terrified of having pictures taken where they look like retards because it can take up a whole news cycle. He's eating what's called a "bacon butty," which is a sick, evil, but delicious British dish that consists of bread, back bacon and butter. It's a sort of "common man" dish so he was probably trying to look normal but instead looked like a total freakazoid.
