This seems like kind of an empty statement. How could you possibly quantify the number of times censorship has worked? Saying censorship never works is like saying "I can always tell when someone is wearing a toupee". Do things slip through the cracks of censorship? Yes, obviously. But there's no telling how much more proliferated any forbidden topic or interest would be if it wasn't heavily censored.
