Because normal dog trainers use them properly. You want that to be a small stimuli, that is more immediate and and stronger than a voice command, not something that is actually painful. You should adjust it and use as weak current as it's possible with the dog noticing it and then you have a recall that has a better chance of working than voice when your pitbull sees an infant 500m away.
