At this point, they're probably far past the period of time where you could do anything. At the time all this was happening, I think the simpler explanation is that a lot of these guys were doing fuck shit like that. The difference between what is alleged about Hasan and "normal" behavior is that Hasan was just being egregious with it. There's other fuck shit going on in those frat houses that they don't want getting out.
