it very well could be, but to me it just looks like someone tried using the fill tool on a low quality image,
the slight color difference in the surrounding pixels results in something like this on the right. usually if the tolerance of the paint bucket/ fill tool is too high.

splotches of color. in jpeg images with lots of 'fuzz' this problem is even worse.
i think this artist just decided it was a look they liked, then rinsed and repeated.

This may seem tame but it's moreso about the creator itself that makes it freakshow-ish. When I first followed them, they made realistically normal art with a cutesy nihilist style.
I have no idea what went behind the scenes but my god, they deleted all their old art and suddenly started posting musk/transformation/muscle fetish art, mainly revoking around Reigen from Mob Psycho 100. They have an obsession over him.
I have no idea if they were always this massive degenerate but man, it sure came out of nowhere on my end. Imagine you follow an artist only for them to start posting the most degenerate stuff you can imagine,
