Yes, that is a fursuit of a Goodra. Yes, he is using it to defend his point. No, it will never make sense.
For some reason the way he's using the word "effeminate" annoys me. Generally speaking it's used to state something generally perceived masculine is portraying feminine qualities, therefore the male figure is effeminate due to having more stereotypical female traits; the fact he's using the word to try and state pure and absolute femininity with Goodra just gets under my skin.
Also, who wants to bet it's actually a guy in that suit? Does it happen to say anywhere? I bet that would just tickle Slugfucker's fancy if it were a male in there.
This guy has absolutely no concept of reality and it trickles into his view of fictional worlds and creatures such as Poke'mon and Goodra.
We have tried explaining the varying perceptions among humans as to what would be considered feminine and masculine and how general stereotypes of these two specific sexes do not apply to all individuals, to which he blew up, called us whatever inane insult he could think of, and spiraled into a completely tizzy of unrelenting sperg rage until he finally broke and attempted to guise himself under a new name (though continued his idiotic shitposting and made himself easy to track down and observe again).
Logic won't stick with him. But it's still fun to throw at him and watch him chimp out over it.

No, he neither knows nor cares. He hasn't even grasped yet that if you kill off all the males of a species that reproduces sexually, you make that species extinct. He also hasn't sussed that if the official canon says "Gender Ratio: 50% Male/50% Female" it means that Gender Ratio is 50% Male and 50% Female, and no amount of photoshopping "98% Female / 0% Male" will change that.

That got me curious and I actually went and looked up the definition of effeminate. It literally says: "(of a man) having or showing characteristics regarded as typical of a woman; unmanly." So yes, effeminate is used explicitly to describe males which have or show female typical characteristics. So every time he says Goodra is effeminate, he's actually calling Goodra male.
Like I said before, he just has an amazing grasp on the english language and how to use it in ways that show how much of a complete moron he is.

I don't understand how this guy finds any form of mental or physical pleasure at the thought of doing anything sexual with a goo dragon. Especially with that second NSFW picture that has two versions to it; yes, I understand not everyone is artistically blessed, but the second version of that image looks like that Goodra's vag is fucking diseased with a black mist. If I were an individual with even a remote interest in Goodra, regardless of gender, that would turn me away pretty quickly.
