It absolutely is and the reason it isn't right now is because the Chinese side of everything hasn't set up big 300+ studios or publishing houses yet. If I had to guess the industry over there is very much late 90s like. All they need is people coming together with funding and a publisher and give them a few years to cook and they'll have a corner on the PC market, double so if they get a good international translation.
Someone showed me the trailer for
Showa American Story and if a small team can make something like that in Unreal, imagine what proper direction and funding could do.
Just give it 5 years, China is an emerging market and will fill the hole that Western game companies are abandoning due to woke.
