Tim Follin's the name, and he only used 4 of the NES channels (no DPCM). Here are another songs he made for other systems:
 

For real though, the Fallout 1 and 2 soundtracks are great, Metallic Monks is my favorite though.

Holy Metal Jesus Rocks, just looking at that track list turns my dick into diamonds. Judas Priest, Iron Maiden, Ozzy, Megadeth, Accept, Dio, Anthrax, and motherfucking SLAYER? As far as licenced soundtracks are concerned this might be the GOAT.

For me the best Deus Ex soundtrack belongs to the prequel

Icarus is an awesome tune, the opening credits theme kicks all the asses. Hell, you know a sountrack is good when you don't wanna leave the main menu.
But my favorite track has to be the Hung Hua Brothel. It's sexy, it's danceable and it still drips Deus Ex atmosphere.
